Foreword

RCAA is empowered by law to collect fees and Charges for the services rendered. RCARs Part 36 Sub-part F, which implements the provisions of Article 31 of Law N°007/2019 Of 13/04/2019 Establishing Rwanda Civil Aviation Authority, requires RCAA to prescribe and publish the scheme of fees and charges.
 
These charges are applicable from the date of publication and are subject to change from time to time.
 
Conditions
1)  When an application is made for the Authority to perform a function which requires an inspection or investigation outside Rwanda, a fee at the prevailing rate of the Authority per day for visits abroad including travel time, will be levied on the applicant to cover expenses for the inspectors per-diem in addition to any prescribed charges specified herein. The applicant will also cover the cost of return air tickets, ground transportation whilst the inspectors are out of Rwanda and cost of visa procurement in addition to the cost of any medical examination or test required for the trip {Regulation 36.205}.
 
2)  When a function requires more than one inspector, a multiple of the rates stated in (1) will be charged for the number of Inspectors.
 
3)  All applications made to the Authority must be accompanied by a receipt of full payment for the service applied for and as may be indicated on the applicable invoice issued by the Authority in respect of the application.
 
4)  Fees paid for applications, licences, approvals, certificates and authorizations are not refundable under the following circumstances:
 
     (i)  if the licences, approvals, certificates and authorizations are not granted on the basis that the applicant failed to meet the minimum requirements after assessment, audit and/or inspection;
 
     (ii)  If the applicant decides to cancel the application;
 
    (iii) If assessments, audits and/or inspections cannot be carried out as a result of the applicant’s inability to provide the tools and logistics as well as meet all other requirements necessary to enable the assessments, audits and/or inspections to be carried out.
 
5)  In the event an application is withdrawn by an applicant, resubmission of the application shall be charged.
 
6)  An applicant who is unable to avail himself/herself or his/her organization for assessments, audits and/or inspections within one year after making a payment shall be required to pay the full applicable fee again for the service.
 
7)  If findings observed during assessments, audits and/or inspections are not corrected within a specified period acceptable to the Authority, a repeat assessment, audits and/or inspections may be required prior to granting any licences, certificates, approvals or authorizations and the applicant will be required to pay the full applicable fee again.
 
8)  If an applicant has been granted an authorization/approval and fails to perform the activity for which was issued within the prescribed time, re-application will be charged.

1) For the grant of an Air Operator Certificate, the applicant shall pay a charge of the amount appropriate to the maximum take-off weight authorized for the heaviest type of aircraft specified in the application.
 
2) For Applications involving more than one type of aircraft, the applicant shall pay additional 10% of the fees for each type based on its weight category for document evaluation.
 
3) Fees for validation of foreign AOC aircraft shall be considered in batches of 10 aircraft.
 
4) Duplicate AOC certificate shall be issued at 75% of the applicable category renewal fee.

(1) Following the provisions in RCARs 36.215, the Authority shall charge an oversight fee on every departing passenger, both international and domestic, which charge shall be collected by the carrier at the point of sale of the relevant flight ticket or the aerodrome operator and remitted to the Authority.
 
(2) In the case of scheduled air services, the airline shall include the charge in the cost of the airline ticket, and in the case of chartered or private flights the aerodrome operator shall be responsible for the collection and payment of the full amount, which shall be as calculated in (3) and 4 below.
 
(3) Passengers departing on Scheduled Air Services: In the case of scheduled air services, airlines include the charge in the cost of the airline ticket and is paid directly from IATA or any subsequent entity.
 
    a.  Airport Passenger fee (Currently charged by airport operator) = Y
    b.  Airport Security Charge (Currently charged by airport operator) = X
    c.  Total Passenger fee/charge (Z) = Y +X
    d.  Fees/charges collected per passenger on behalf of RCAA by air carrier (IATA) = 30% of Z.
